Course Proposals

New to USFSM & USF System

New Course Process Flowchart

  1. Select a course number to propose (Guidelines for Creating a Course Number)
  2. Check USF Course Inventory to be sure course does not already exist within the USF System.
  3. If this new course will affect curriculum, email Lynn Lynch to receive the applicable curriculum ladder(s) and catalog copy in Word format.  Make all appropriate changes using track changes to highlight edits to both the curriculum ladder and catalog copy.
  4. Prepare a course syllabus using the USFSM Syllabus Template.
  5. Log into the USF Course Proposal System using your net ID and password.
    • Select New Course on the Create a Proposal tab.
    • Complete all required fields, utilizing the ?help buttons as needed, clicking Save and Proceed after each step.
    • If the course will be a General Education or Pillar course, be sure to complete the appropriate sections.
    • Track your progress with the Proposal Progress box on the left.
    • Upload the syllabus and updated curriculum ladder and catalog copy if applicable.
    • Select Submit Proposal.
  6. Proposal is automatically submitted to your college dean, who reviews for accuracy and forwards proposal to APC Support Staff.
  7. Proposals can be tracked on your My Proposals tab as they progress through the APC process. Email notifications will also be sent to you at each step in the APC process.

Change to Existing USFSM-Owned Course

  1. Check USF Course Inventory to be sure course is owned by a USFSM college.
  2. If this course change will affect curriculum, email Lynn Lynch to receive the applicable curriculum ladder(s) and catalog copy in Word format.  Make all appropriate changes using track changes to highlight edits to both the curriculum ladder and catalog copy.
  3. Prepare a course syllabus using the USFSM Syllabus Template.
  4. Log into the USF Course Proposal System using your net ID and password.
    • Select Course Change on the Create a Proposal tab.
    • Complete all required fields, utilizing the ?help buttons as needed, clicking Save and Proceed after each step.
    • If the course will be a General Education or Pillar course, be sure to complete the appropriate sections.
    • Track your progress with the Proposal Progress box on the left.

Certificate Proposals

New Certificate

New Certificate Proposal Flowchart

  1. Complete the APC Cover Memorandum.
  2. Open the APC database (Icon located on your PC’s desktop. Contact Joe Sidoti at computing@sar.usf.edu or 941-359-4350 to arrange for set-up if necessary.)
    • Select Certificate Proposal
    • Select New (Create new Record and start adding data) and complete the form. (Please note, Access Database is live and automatically saves the information you’ve completed. You can re-enter Access at any time and update your proposal by selecting your certificate from the drop down next to Edit.)
    • Select Close Form.
    • Print the form. Use the drop down arrow located to the left of Print to retrieve your ID #, and then select Print.
  3. Prepare syllabi for all courses within Certificate using the USFSM Syllabus Template.
  4. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  5. Email all appropriate final documents (in word format) to Lynn Lynch.

Change to Existing Certificate

  1. Complete the APC Cover Memorandum.
  2. Complete the Certificate Change Form.
  3. Prepare syllabi for all new courses added to Certificate using the USFSM Syllabus Template.
  4. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  5. Email all appropriate final documents (in word format) to Lynn Lynch.

Concentration Proposals

New Concentration

    • Print the form. Use the drop down arrow located to the left of Print to retrieve your ID #, and then select Print.
  4. Prepare syllabi for all courses within Concentration using the USFSM Syllabus Template.
  5. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  6. Email all appropriate final documents (in word format) to Lynn Lynch.

Degree Program Proposals

USF System Policy 10-036

Phase I:  Pre-Proposal Academic Degree Program

The first phase of the process involves the development of a Pre-Proposal with the goal of having the proposed program included in the USF System Annual Work Plan, which would then allow for development of the Program Proposal.

  1. Meet with College Dean and Regional Vice Chancellor of Academic & Student Affairs
  2. Complete the APC Cover Memorandum.
  3. Complete the USF System Pre-Proposal Signature Form
  4. Complete the USF System Pre-Proposal Form
  5. Submit signed, complete hardcopy package to C120
  6. Email all appropriate final documents (in Word format) to Lynn Lynch.

Phase II:  Full Proposal for New Academic Degree Program

The second phase is the development of a New Program Proposal with final submission to the USF Board of Trustees and, in the case of doctoral programs, the Florida Board of Governors.

  2. Complete the BOG Request to Offer a New Degree Program.
  3. Complete the Tables for New Program Proposal Appendix (Laura Hoffman can assist.)
  4. Type full program catalog copy.
  5. Submit signed, complete hardcopy package to C120.
  6. Email all appropriate final documents (in word format) to Lynn Lynch.


Changes to Existing Degree Program within Catalog

  1. Complete the APC Cover Memorandum.
  2. Complete the Program Change Form.
  3. Email Lynn Lynch to receive the applicable curriculum ladder(s) and catalog copy in Word format.  Make all appropriate changes using track changes to highlight edits to both the curriculum ladder and catalog copy.
  4. Prepare a course syllabus for all new courses added to the Degree Program using the USFSM Syllabus Template.
  5. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  6. Email all appropriate final documents (in word format) to Lynn Lynch.

Request to Establish a New Academic Major Under Existing CIP Code

  1. Meet with College Dean and Regional Vice Chancellor of Academic & Student Affairs
  2. Complete the APC Cover Memorandum.
  3. Complete the USF System Request to Establish a New Academic major Under Existing CIP Code
  4. Type full program catalog copy.
  5. Submit signed, complete hardcopy package to C120
  6. Email all appropriate final documents (in word format) to Lynn Lynch.

Change Program CIP Code

  1. Meet with College Dean and Regional Vice Chancellor of Academic & Student Affairs
  2. Complete the APC Cover Memorandum.
  3. Complete the BOG Program CIP Change Request Form (If changing additional information within degree, please also follow above instructions for “Change to Existing Degree Program within Catalog”)
  4. Submit signed, complete hardcopy package to C120.
  5. Email all appropriate final documents (in word format) to Lynn Lynch.

Minor Proposals

New Minor

  5. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  6. Email all appropriate final documents (in word format) to Lynn Lynch.

Change to Existing Minor

  1. Complete the APC Cover Memorandum.
  2. Complete the Minor Change Form.
  3. Prepare syllabi for all new courses added to Minor using the USFSM Syllabus Template.
  4. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  5. Email all appropriate final documents (in word format) to Lynn Lynch.

Policy Proposals

New Policy or Change in Policy

Includes policy matters such as admissions requirements, grading procedures, academic integrity, and other academic policies for USF Sarasota-Manatee.

  1. Complete the APC Cover Memorandum.
  2. Complete the Policies Change Form.
  3. Submit all documents to your college dean (or appropriate administrator), who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  4. Email all appropriate final documents (in word format) to Lynn Lynch.

Program Suspension/Deletion Proposals

All suspension/deletion requests must include a plan to phase out, transition or expedite the completion of a major for students. The suspension/deletion does not require State notification. Contact Lynn Lynch for further instructions.
