Instructions for Submitting Proposals to the APC

Please select the item below for specific instructions for preparing the proposals for submission to the Academic Programs Committee (APC). 

Course: Propose a new course (flowchart); change an existing USFSM owned course (flowchart)

Major or Concentration (change): Change an existing major or concentration within a major (flowchart)

Concentration (new): Propose a new concentration within a major (flowchart)

Major (new): Propose a new major within an existing USFSM approved CIP code (flowchart)

Degree Programs (new): Propose a new degree program in a new CIP code

Minor: Propose a new minor (flowchart); change or delete an existing minor (flowchart)

Certificate: Propose a new certificate (flowchart); change or delete an existing certificate (flowchart)

Policy: Propose a new policy; change an existing policy

Program Suspension/Deletion: suspend or delete a degree program

Program Reinstatement/Otherreinstate a deleted program

Course Proposals

New to USFSM & USF System

  1. Select a course number to propose (Guidelines for Creating a Course Number)
  2. Check USF Course Inventory to be sure course does not already exist within the USF System.
  3. Prepare a course syllabus using the USFSM Syllabus Template.
  4. If this new course will be added to curriculum:
    • Download the applicable curriculum ladder(s) and catalog copy in Word format from the Curriculum Ladders web page.  Make all appropriate changes using track changes to highlight edits to both the curriculum ladder and catalog copy.
    • Complete a Program & Policy Change Form.
  5. Log into the USF Course Proposal System using your net ID and password.
    • Select New Course on the Create a Proposal tab.
    • Complete all required fields, utilizing the ?help buttons as needed, clicking Save and Proceed after each step.
    • If the course will be a General Education or Pillar course, be sure to complete the appropriate sections.
    • Track your progress with the Proposal Progress box on the left.
    • Upload syllabus and, if applicable, updated curriculum ladder/catalog copy and Program & Policy Change Form.
    • Select Submit Proposal.
  6. Proposal is automatically submitted to your college dean for review.  If approved, dean forwards proposal to the APC Institutional Review step (APC Staff).
  7. Proposals can be tracked on your My Proposals tab as they progress through the APC process. Email notifications will also be sent to you at each step in the APC process.

Change to Existing USFSM-Owned Course

  1. Check USF Course Inventory to be sure course is owned by a USFSM college.
  2. Prepare a course syllabus using the USFSM Syllabus Template.
  3. If this course will be added or removed to any curriculum:
    • Download the applicable curriculum ladder(s) and catalog copy in Word format from the Curriculum Ladders web page.  Make all appropriate changes using track changes to highlight edits to both the curriculum ladder and catalog copy.
    • Complete a Program & Policy Change Form.
  4. Log into the USF Course Proposal System using your net ID and password.
    • Select New Course on the Create a Proposal tab.
    • Complete all required fields, utilizing the ?help buttons as needed, clicking Save and Proceed after each step.
    • If the course will be a General Education or Pillar course, be sure to complete the appropriate sections.

Changes to Existing Major or Concentration

  1. Complete the APC Cover Memorandum & Signature Page.
  2. Complete the Program & Policy Change Form.

  4. Attach syllabi for any courses being added to major or concentration. The USFSM Syllabus Template should be used for new courses.
  5. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  6. Email all final documents to Jessica Boylan.

New Concentration

  1. Complete and submit the New Curricular Offerings Intent Form to the USF System Academic Programs Advisory Council (APAC).  Once approval is received from APAC, proceed to step 2.
  2. Complete the APC Cover Memorandum & Signature Page.
  3. Download the applicable catalog copy in Word format from the Curriculum Ladders web page. Make all appropriate changes using track changes to highlight edits to the catalog copy. Create new curriculum ladder for new concentration.
  4. Complete the New Concentration Form.
  5. Attach syllabi for all courses in concentration. The USFSM Syllabus Template should be used for new courses.
  6. Submit all documents to your college dean, who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  7. Email all final documents to Jessica Boylan.

New Academic Major Under Existing CIP Code

  1. Meet with College Dean and Regional Vice Chancellor of Academic Affairs.
  2. Complete and submit the New Curricular Offerings Intent Form to the USF System Academic Programs Advisory Council (APAC).  Once approval is received from APAC, proceed to step 3.
  3. Complete the APC Cover Memorandum & Signature Page.
  4. Complete the Request to Establish a New Academic major Under Existing CIP Code form.
  5. Type full program catalog copy and curriculum ladder.
  6. Attach syllabi for all courses in new major. The USFSM Syllabus Template should be used for new courses.
  7. Submit signed, complete hardcopy package to C120
  8. Email all final documents to Jessica Boylan.

Degree Program Proposals

Phase I:  Pre-Proposal Academic Degree Program

The first phase of the process involves the development of a Pre-Proposal with the goal of having the proposed program included in the USF System Annual Work Plan, which would then allow for development of the Program Proposal.

  1. Meet with College Dean and Regional Vice Chancellor of Academic Affairs.
  2. Complete the APC Cover Memorandum & Signature Page.
  3. Complete the USF System Pre-Proposal Signature Form
  4. Complete the USF System Pre-Proposal Form
  5. Submit signed, complete hardcopy package to C120
  6. Email all final documents to Lynn Lynch.

Phase II:  Full Proposal for New Academic Degree Program

The second phase is the development of a New Program Proposal with final submission to the USF Board of Trustees and, in the case of doctoral programs, the Florida Board of Governors.

Change Program CIP Code

  1. Meet with College Dean and Regional Vice Chancellor of Academic Affairs
  2. Complete the APC Cover Memorandum & Signature Page.
  3. Complete the BOG Program CIP Change Request Form (If changing additional information within degree, please also follow above instructions for “Change to Existing Degree Program within Catalog”)
  4. Submit signed, complete hardcopy package to C120.
  5. Email all final documents to Jessica Boylan.

Minor Proposals

New Minor

Certificate Proposals

New Certificate

Change to Existing Certificate

Policy Proposals

New Policy or Change in Policy

Includes policy matters such as admissions requirements, grading procedures, academic integrity, and other academic policies for USF Sarasota-Manatee.

  1. Complete the APC Cover Memorandum & Signature Page.
  2. Complete the Program & Policy Change Form.
  3. Submit all documents to your college dean (or appropriate administrator), who reviews for accuracy, signs cover memorandum, and submits complete hardcopy package to C120.
  4. Email all final documents to Jessica Boylan.

Program Suspension/Deletion Proposals

All suspension/deletion requests must include a plan to phase out, transition or expedite the completion of a major for students. The suspension/deletion does not require State notification. Contact Lynn Lynch for further instructions.
