Space Management

Space Management: Facilities Planning and Management develops, implements, and manages the policies for campus space management, based on the following criteria:

  • Space is a University resource and is an enormous asset.
  • Space resources should be deployed in the most efficient and effective manner.
  • Space shall be allocated to align with the USF Sarasota-Manatee Strategic Plan.
  • Space shall be reassigned to achieve optimal utilization and respond to current and emerging needs.
  • Space shall be assigned by Facilities Planning and Management, subject to the approval of the Regional Chancellor.

Facilities Planning and Management maintains an up-to-date inventory of space usage, within prescribed categories, for all USF Sarasota-Manatee physical resources. The information gathered becomes a basis for operational funding, as well as justification for new facility requests. The information gathered is critical to the USF Sarasota-Manatee Facilities Planning and Management efforts, including development of the facilities operations and maintenance budget and PECO-funding requests.

Within the University of South Florida System, Facilities Planning and Management maintains a system-wide inventory of university space, using a web-based management system, which is part of the USF System Integrated Facilities Information System (IFIS). The IFIS system contains all information related to spaces, buildings, and grounds for the each institution of the USF System. Facilities Planning and Management updates the IFIS system for all USF Sarasota-Manatee facilities and reports the data to the USF System IFIS Coordinator on an annual basis.

The IFIS system provides data for the Finance and Accounting (F&A) Cost Study. That study, also known as the Indirect Cost Study, is a mechanism by which each institution of the USF System receives compensation from the Federal Government for providing support and infrastructure services to sponsored-research projects. Support and infrastructure services include space, utilities, maintenance, office staff, and management staff.

Facilities Planning and Management has the responsibility for the inventory, utilization, modification, and evaluation of academic and administrative facilities at all USF Sarasota-Manatee facilities. The unit also develops and maintains single-line, floor plans for the campus buildings and photographs for the individual spaces.

The University of South Florida Sarasota-Manatee operates and maintains physical facilities, in multiple locations, that are appropriate to serve the needs of the educational programs, support services, and other mission-related activities. Facilities Planning and Management (FP&M) oversees USF Sarasota-Manatee’s physical resources.

Educational Plant Survey:

Section 1013.31, Florida Statutes, requires that, at least once every five years, each Board shall arrange for an educational plant survey to aid in providing physical facilities necessary to accommodate its academic programs, students, faculty, staff and services during the next five-year period.  USF Sarasota-Manatee staff is responsible to provide all relevant data and information to Florida Board of Governors Survey Team as needed to prepare formal validation and recommendations for approval by the University of South Florida Board of Trustees and submission to the Chancellor for the Florida Board of Governors.
