The USF Sarasota-Manatee Campus board is a group of community leaders who serve terms of four years. The board is responsible for guiding the overall mission and plan of the regional campus while serving as USFSM advocates to the community.
Byron E. Shinn – Chair
Byron E. Shinn is president and managing partner of Shinn & Company LLC, Certified Public Accountants and Consultants. Shinn formed the Bradenton-based company in 1993 to provide professional services in the areas of auditing, accounting, taxation and business consulting. He is a member of both the American Association of Certified Public Accountants and the Florida Association of Certified Public Accountants. He is a past board chairman of the Florida State Board of Accountancy and currently serves as a member of the organization’s Probable Cause Panel.
A Manatee County native, Shinn earned his B.A. from the University of South Florida and was the recipient of the President’s Award for Outstanding Alumni. He is a past board member of USF Sarasota-Manatee’s Community Leadership Council, served on the school’s Accountancy Advisory Board, and also is a USF Trustee on the University Board of Trustees.
Shinn is very active in his community and has been involved with many civic organizations including the Manatee Chamber of Commerce (past president and former board member,) the Kiwanis Club of Bradenton (past president and former board member,) and the United Way of Manatee County. He currently serves on the Board of Trustees of the Child Protection Center.

David Eckel serves as President and Broker/Owner of Wagner Realty, comprising 10 branch offices in Sarasota and Manatee Counties and across the Tampa Bay area. Wagner Realty is a full service real estate company, voted “The Best Real Estate Company” by The Bradenton Herald’s Readers’ Preference Awards for 15 years in a row. In 2011, the Company was voted large business of the year by the Anna Maria Island Chamber of Commerce. Eckel has been very active in the community throughout the years, and served USFSM as the Chairman of the Community Leadership Council, was Chairman of the Community Affairs Committee, and presently is an advisor to the College of Business. Eckel was a long-time Board Member of Saint Stephens Episcopal School, and serves as a Board Member of its Endowment Committee. He served as a previous Board Member of the Manatee Chamber of Commerce and its Economic Development Council, a Board Member of Whitney National Bank and is a present Board Member of the Plaza at Five Points Condominium Association (Sarasota). Eckel is a previous runner up for Entrepreneur of the Year for Sarasota/Manatee Counties as named by the Gulf Coast Business Review. Eckel graduated from Cornell University and received an MBA degree from the State University of New York at Buffalo. He also served as an officer in the United States Army and received an honorable discharge as a Captain.

Dr. Anila Jain is a physician and medical consultant who resides in Manatee County. She is an active child advocate and volunteer in numerous community organizations at the state and national level. Dr. Jain was instrumental in founding Filling Area Needs, Inc. in 1989 to assist abused and neglected children and families in need, and to render emergency assistance of food, clothing, medication, household items, etc. within 48 hours.
Dr. Jain is an ardent supporter of the University of South Florida since graduation, and served on the Alumni Association Board of Directors. Anila was elected National Alumni Association President in 2003 and appointed to the USF Foundation Board of Trustees. Dr. Jain was the recipient of the University of South Florida Distinguished Alumni Award in 1985 and the USF Sarasota-Manatee President’s Distinguished Alumni Award in 2001. She has served as President and Executive Committee positions on the USF Sarasota-Manatee Alumni Chapter for over 20 years and numerous campus-wide committees. Anila was honored to Co-Chair the University of South Florida’s 50th Anniversary Committee in 2006; a year of special celebrations, events and programs for all four campuses. She is a Founding Member and Chair of USF Women in Leadership and Philanthropy and serves on the Bulls Club Board of Directors for Athletics. Her dedication and support of her Alma Mater includes establishing multiple endowments and scholarships to benefit the USF System in the areas of Women Health Initiatives, the Alumni Association, USF Sarasota-Manatee, Athletics and Women’s Sports.
Dr. Jain’s community involvements include: Women’s Resource Center of Manatee, Charter Member, Manatee County Library Foundation Board of Directors, Manatee Children’s Services Vice President, Secretary and Board, Manatee County Head Start Health Advisory Board Chair, India Association of Manatee-Sarasota President and Board Member, League of Women Voters, Manatee County Female Physicians, Lakewood Ranch Community Foundation Grants Committee, American Association of Physicians from South Asia, Easter Seals of Southwest Florida, and others.
Dr. Jain has a Bachelor’s Degree in Biology from the University of South Florida; an MD from Spartan Health Sciences University, School of Medicine; and an MBA from NOVA Southeastern University. Manatee and Sarasota Counties have been home to Dr. Jain and her family for the last fifty plus years.

Kelley Lavin was named Group Publisher of Sarasota Magazine, 941CEO and Venice Magazine in December of 2010. She has more than 25 years of experience at regional and national publications, including management positions at Texas Monthly, Chicago Magazine, Metropolitan Home and Vogue. Prior to her publishing career, she worked in special events and marketing for Bloomingdale’s, managed an outdoor theatre in San Francisco and was the student activities manager at the University of Illinois, Chicago.
She has created marketing and branding programs for such companies as Unilever, Proctor & Gamble, Johnson & Johnson, Kraft and Colgate. She operated her own marketing consulting company specializing in custom publishing with Wal-Mart as a major client.
Born in Tucson, Arizona where her father was a cattle rancher, Kelley and her husband Jerry have lived in Sarasota for 20 years.
She is active in the community serving on the boards and committees for the Arts and Cultural Alliance of Sarasota County, Library Foundation of Sarasota County and Neuro-Challenge, a Parkinson’s support group.
Dr. Teresa Rawe
Dr. Teresa Rawe is the medical director of the Emergency Department for Manatee Memorial Hospital at Lakewood Ranch Medical Center. She has served in this capacity at Manatee Memorial since 1998 and has been affiliated with Lakewood Ranch Medical Center since 2004. Prior to this appointment, Dr. Rawe was with the Edward White Hospital in St. Petersburg from 1996-2006. In 1989, she completed a medical internship at University General Hospital in Seminole, Fla., and completed her Doctor of Osteopathy at Nova Southeastern University, University College of Osteopathic Medicine in Miami, Fla. in 1988. She was a University of South Florida Chemistry graduate in 1984. Dr. Rawe holds academic appointments at Lake Erie College of Osteopathic Medicine, University of Health Sciences College of Osteopathic Medicine and Kirksville College of Osteopathic Medicine. Her specialty has been Emergency Medicine since 1989. She is a member of the American Osteopathic Association, American College of Osteopathic Family Physicians, American Academy of Physician Specialists, the Florida Osteopathic Medical Association and Sigma Sigma Phi.
